Joint Compliance Audit Committee
As required by the Municipal Elections Act municipalities must establish a Compliance Audit Committee. The responsibilities of the CAC are fulfilled in a fair, open, and responsible manner.
Township of Severn is a member of the County of Simcoe Joint Compliance Audit Committee (Joint CAC) that serves all the County’s sixteen lower tier municipalities and the City of Orillia.
The Joint CAC has five citizen members who are residents within the participating municipalities. The Clerk for the County of Simcoe is responsible for the meeting administration.

Mandate and responsibility
The Joint CAC's purpose is to consider compliance audit applications and decide whether it should be granted or rejected.
If granted, the committee will:
- appoint an auditor
- consider the auditor's report and decide whether legal proceedings are required
- recover the costs of conducting the audit from the applicant if there was no contravention or if there appears to be no reasonable grounds for having made the application
After receiving an application, the Clerk will provide it to the Joint CAC within ten days. All reasonable notice of meetings will be given to the public, candidate, or third party advertiser.
Submit an application
Any elector who is entitled to vote in the municipal election and believes on reasonable grounds that a candidate or registered third party advertiser has contravened a provision of the Municipal Elections Act relating to election campaign finances may submit an application or letter of interest.
