You can pay for your Penalty Order in person (by cash, cheque (payable to the Township of Severn), or debit) at our Administration Office (1024 Hurlwood Lane) during regular business hours of Monday to Friday, 8:30 a.m. to 4:30 p.m.
Pay or Dispute Your Penalty Order
Option 1: Make payment on your Penalty Order
You have 30 days to pay your Penalty Order, from the time the order is issued.
You can pay and resolve your Penalty Order online, or pay in-person or by mail.
You will need your Penalty Order Number as well as the registered licence plate in order to complete your payment.
What happens if I don't pay my Penalty Order?
If you do not pay your Penalty Order by the due date, then it will be sent to Service Ontario for plate denial.
Once your Penalty Order has proceeded to plate denial, you will have to attend a Service Ontario location to make payment.
Your licence plate will not be renewed until all fines have been paid in full.
Request a copy of your Penalty Order or the Certified Statement
If you would like to request a copy of the Penalty Order and/or the Certified Statement of the Provincial Offences Officer. This cannot be submitted until you have booked your screening or hearing review appointment.
Option 2: Appeal your Penalty Order
You have 30 days to request an appeal, from the time the Penalty Order is issued.
Penalty Orders issued under Severn's ASE Program do not proceed through the traditional court system, but through the provincial Administrative Penalty System (APS) as permitted under the Administrative Penalties for Contraventions Detected Using Camera Systems (O. Regulation 355/22) regulation.
There are 2 stages to an appeal of your Penalty Order.
Stage 1: Request a review of the Penalty Order by a Screening Officer
You can appeal your Penalty Order by completing an online request for a review by a Screening Officer.
The Screening Officer can:
- confirm the Penalty Order
- vary the Penalty Order
- cancel the Penalty Order

Screening Reviews are conducted by a Screening Officer. Screening Officer reviews are held on pre-determined dates and are held virtually. If you choose to dispute your ticket you must request a review within 30 days of the service date noted on the Penalty Order.
Preparing for your Screening Review
Screening Reviews are conducted virtually, either via telephone or virtual meeting. In-person reviews are accommodated when requested.
If you are not the registered owner of the vehicle, you must complete the Authorization to Act as Agent form in order to act on the owner’s behalf.
Please bring copies of any documents that may assist as evidence, including:
- photographs
- proof of financial hardship
- medical notes
- other supporting information
Screening Review procedure
The Screening Officer will review and consider any documents you submit before making a decision.
During the Screening Review, the Screening Officer may:
- set aside the Penalty Order, including any administrative fees
- confirm the Penalty Order, including any administrative fees
- reduce the amount owing on the Penalty Order, including any administrative fees
- extend the time for paying the Penalty Order, including any administrative fees
Please note: If you fail to appear on the date and time of your Screening Review you will be charged $60 for a Non-Appearance Fee.
Screening Decision and payment
At the conclusion of the Screening Review, a Notice of Decision will be provided to the appellant. Penalty Orders will be forwarded to MTO for licence plate denial if a screening review has not been submitted and the penalty amount has not been paid by the due date. A late payment fee of $20 will be added to Penalty Orders forwarded to the MTO.
If you are not satisfied with the Notice of Decision, you may request a Hearing Review within the prescribed time period.
Note: You will require the Penalty Order Number and licence plate to request a Hearing Review.
Stage 2: Request a review of the Screening Officer's decision by a Hearing Officer
You may appeal the decision of a Screening Officer by requesting a Hearing Review within the prescribed time afforded within the Screening Review Notice of Decision, and to make a decision to:
- confirm the Penalty Order
- vary the Penalty Order
- cancel the Penalty Order
Please note: If you are in financial hardship and require time to pay, please bring documents to support your claim. The Township does not provide language interpreters for Screening or Hearing Reviews. If you require the use of an interpreter, it is your responsibility to provide one.
Preparing for your Hearing Review
Requests for a Hearing Review may be made through our online platform. If you plan on attending the Hearing Review but are not the registered owner of the vehicle, you must complete the Authorization to Act as Agent form in order to act on the owner’s behalf.

Severn is not required to have the issuing Officer present at Hearing Reviews and may rely on certified evidence as set out in Ontario regulations. No witnesses are permitted to participate in the Hearing Review.

Hearing Reviews are conducted virtually, either on the telephone or by a virtual meeting. Requests for in-person Hearing Reviews will be accommodated on a case-by-case basis.
How to prepare for your Hearing Review
A Hearing Officer reserves the right, in their sole discretion, to adjourn the hearing in the event an appellant’s behaviour becomes inappropriate.
Be on time
Meetings may extend beyond the scheduled time. Appellants must attend their scheduled appointment on time and remain on the line until the hearing commences. If you experience technical issues, please communicate with the Hearing Officer for assistance. If you are unable to connect to Teams at the start of your meeting, please call 1-877-748-1025 as soon as possible.
Come prepared
In accordance with Ontario regulations, a Hearing Officer may consider the following information:

Undue financial hardship: Recipient of government assistance such as Canadian Pension Plan, Employment Insurance, Ontario Works, or Ontario Disability Support Program

Extenuating circumstances: Circumstances assessed on a case-by-case basis by the Hearing Officer
Be prepared to show proof of your financial hardship by having documentation available such as an eligibility letter or approval, bank deposit records, or other records that can prove you are an active recipient of government assistance. The Hearing Officer may ask you to show additional documentation. Any penalty reduction is at the discretion of the Hearing Officer.
Technical requirements
Please have your devices charged and ensure you are in a quiet area. Please note that we require at least three days’ notice for cancellations or to reschedule the appointment.
Cancellation policy
The cancellation or rescheduling of your hearing may be done in accordance with the below conditions:

Cancellation window: Cancellations or rescheduling must be made at least three days (72 hours) prior to the scheduled Review.

Late cancellation: If an emergency or unforeseen circumstance prevents you from attending within the three day window, please contact the Joint Processing Centre immediately by phone at 1-877-748-1025 or email ase@ojpc.ca.

No-show and late cancellations: Failure to attend a scheduled review or cancel within the required time frame may result in penalties or forfeiture of certain privileges. Failure to attend your hearing will result in a $60 no-show fee being added to the Penalty Order.
Hearing outcome
The Hearing Officer will issue a Notice of Decision shortly after the conclusion of the Hearing Review. This decision includes the Hearing Officer’s reasons for confirming, varying, or setting aside the Penalty Order. The Hearing Officer’s decision is final and not subject to further appeal.
Penalty Orders will be forwarded to MTO for license plate denial if the penalty amount has not been paid by the due date. A late payment fee of $20 will be added to Penalty Orders forwarded to the MTO.

What if I can't make my Screening and/or Hearing appointment?
Cancellations and Rescheduling of Screenings and/or Hearings
An RO may only cancel or reschedule their scheduled screening once.
An RO (what is this - Road Operator?) may only cancel or reschedule their scheduled hearing once.
Cancellation or Rescheduling Window
Cancellations or rescheduling of your appointment must be made at least 72 hours before the scheduled review. Any cancellation or request for rescheduling made within 72 hours of the scheduled review will not be accepted.
Late Cancellations and/or Rescheduling Procedure
Failure to attend a scheduled review or to cancel within the required time frame, may result in additional penalties and/or loss of your appeal privileges.
At any stage of the appeal process, the Screening or Hearing Officer can deem the RO as failing to attend should the cancellation and/or rescheduling window not be met.
Should this occur:
- the PO will be subject to applicable fees as outlined in O. Reg .355/22, and
- the RO will lose the ability to reschedule their review, and
- the RO will be required to pay their Penalty Order within the required timeline as indicated on the Penalty Order
If you are submitting documentation to support your request, please be advised that any documents must be received at least 7 days BEFORE your scheduled appointment.
Your documents can be submitted online at the time that you book your Screening and/or Hearing appointment. Alternatively you can email your documentation to be considered by the Screening or Hearing Officer to ase@ojpc.ca.
What documentation do I need to provide before my Screening or Hearing appointment?
To support any of the following claims, you will be required to submit the following to the Screening or Hearing Officer at least 7 business days BEFORE your scheduled appointment:
Medical emergency
Please submit:
- hospital/doctor report (with the same date), and/or
- accident report
Financial Hardship
To assess your request, the Screening or Hearing Officer will need one or more of:
- Record of Employment
- Notice of Assessment
- Government document (e.g., Employment Insurance, Canada Pension Plan, parental leave documentation)
- current student timetable, proof of enrollment, etc.
- termination letter(s) regarding previous employment
Fraud/Theft
Please submit:
- Police incident report
Plate does not match vehicle
Please submit:
- ownership with the same plate on Penalty Order, but different vehicle
- an image of the BACK of the vehicle with the plate in view
Can I have somebody else attend the scheduled appointment on my behalf?
Screening and Hearing reviews will only be conducted with the registered owner of the vehicle UNLESS the registered owner has submitted the Authorization to Act as an Agent form 7 days before to your scheduled appointment.
If this form has not been submitted, then the Screening or Hearing Officer will not conduct the requested review.
What method are the reviews conducted?
All reviews conducted by Screening and Hearing Officers are done virtually. You do not need to attend in person.
Once you have booked your appointment, you will receive a confirmation email that is sent to the email address that you provided when booking your appointment.
Prioritize this email as you will not receive another one. The confirmation email will provide you with the meeting link to attend your scheduled appointment via the Microsoft Teams platform.
If you would not like to attend via the Microsoft Teams platform, you can also call in to attend your meeting on the day of your review, instead of attending on the virtual platform. The phone number for you to call is available when you open your meeting link.
