Smart Water Meter Replacement Program

Water meter upgrades are coming in Fall 2026

Severn is replacing residential water meters starting in September 2026. This program is intended to modernize how your water use is tracked, support earlier leak detection, and give staff access to meter information more often so residents can benefit from more timely service.

What residents should know

  • Program start: The program is planned to begin in September 2026 in the <insert area>.
  • Timeline: This is year one of a five-year program to upgrade all residential water meters.

Why the Township is upgrading water meters

The proposed upgrade would build on the Township’s existing water meter system by introducing SmartPoint modules and CommandLink tools. Together, these tools can allow staff to collect readings more frequently and respond sooner when unusual water use or possible leaks are identified.

Better information for residents and staff

More frequent reads can improve customer service by giving staff faster access to water-use information when questions or concerns arise.

Earlier awareness of leaks

Instead of waiting for quarterly reads, more regular data can help identify continuous flow or unusual consumption earlier.

How the upgrade supports better municipal service

The program is designed to improve service delivery, strengthen monitoring, and support more efficient field operations.

Improved customer service

Faster access to water meter data helps staff provide residents with more timely and informed responses.

Field-ready technology

The new tools can support activation, auditing, reading, and servicing through mobile platforms, allowing our team to efficiently provide service without accessing your property.

Frequently Asked Questions (FAQ)

Most homes in Severn currently have one of two types of smart water meters installed. These meters already include electronic components that allow them to be read remotely using a signal transmitted to Township-owned reading equipment.

While these meters include early leak detection features, the technology is now considered outdated, which is why Severn is replacing them with new meters that provide improved accuracy and enhanced leak detection.

All water meters are owned and maintained by the Township, and replacement is required to help ensure:

  • accurate billing for all customers
  • effective system monitoring and management
  • long-term water infrastructure reliability

Properties connected to the municipal water system are expected to participate in the replacement program, and failure to do so may result in service interruption or additional charges.

Yes, the new smart meters comply with Health Canada’s Safety Code 6, which sets limits for human exposure to radiofrequency energy. These standards are in place to help protect public health and are designed to account for all Canadians, including children and pregnant women.

No. The replacement of the water meters is funded through regular water and wastewater charges.  This helps cover the cost of each new meter over its lifespan, so the Township can plan for future replacements. This helps keep water service and costs accurate and reliable over the long term.

The new meters provide more accurate water readings, so some bills may change if the old meter was not recording all usage. More accurate readings can also help you track water use and find ways to save water and money.
