Job description
The Development Coordinator reports to the Director of Public Works and provides oversight of the technical and infrastructure components of private development applications, from pre-consultation through construction and municipal assumption.
This role leads the coordination and review of engineering submissions, servicing strategies, and design revisions, ensuring alignment with Township standards, regulatory requirements, and long-term infrastructure planning objectives. Acting as a key technical resource, the Coordinator works closely with senior management, peer review engineers, and development proponents to guide complex reviews, resolve technical issues, and support informed decision-making.
The position is responsible for managing the peer review process, including the selection and oversight of external consultants, integration of cross-departmental input, and reconciliation of technical comments to ensure accuracy, consistency, and completeness. The Coordinator also elevates critical infrastructure considerations to senior leadership, providing recommendations where required.
Throughout construction, the Development Coordinator provides oversight at key project milestones, monitors compliance with developer obligations, and ensures the accurate capture and integration of as-constructed data into GIS and corporate asset management systems.
Rate of pay
The compensation range for this position is $52.49 to $61.40 based on a 35-hour week.

Core duties
The Development Coordinator will be required to:
- approve minor design deviations where technically acceptable and consistent with municipal interests, while documenting decisions, rationales, and follow‑up actions to maintain a clear project record
- consolidate reviewer comments, identify conflicts, and facilitate resolution with staff, peer reviewers, and applicants
- coordinate review of proposed infrastructure against relevant master plans, considering maintenance, lifecycle, and utility coordination
- coordinate the collection of data to be entered into the Municipality’s Asset Management registry and GIS, as required
- establish digital standards for as‑built submissions and verify completeness and quality
- hire and manage external peer reviewers such as engineers, biologists, environmentalists and coordinate peer review comments and ensure reviews align with Township standards
- maintain a Development Engineering Pre‑Consultation Matrix outlining required studies based on application type, municipal standards, and master plans.
- manage the internal circulation of pre‑consultation materials and consolidate technical comments for Planning and applicants
- manages pre‑construction meetings, substantial completion reviews, deficiency walkthroughs, and assumption readiness
- oversee and track the fulfillment of approval conditions, ensure compliance with development agreements, and manage security reduction requests in coordinated partnership with Finance and legal partners
- liaise with Township departments, and outside stakeholders including Ministry of Natural Resources, Ministry of Environment, County of Simcoe, engineering and planning consultants, lawyers, surveyors, and members of the public on developments
- prepare technical correspondence and staff reports for Council
- provide applicants with guidance on the development review process and access to GIS data, infrastructure plans, servicing capacity information, and engineering standards
- ensure peer reviews meet Township timelines and submission version control, maintaining a Development Engineering Review Checklist
- other related duties as assigned
Qualifications
The successful candidate will possess:
- post-secondary diploma in Civil Engineering or related engineering technology program
- two to four years of previous experience with municipal operations and infrastructure
- ability to perform inspections on road construction projects
- ability to work with minimal supervision and to use independent judgment where warranted
- excellent communication skills, oral and written, to prepare comments to various agencies and prepare technical reports and letters
- excellent organizational skills to meet deadlines
- knowledge of transportation engineering principles
