Notice of Passing: By-law 2025-41 to redivide the Township of Severn into wards
Over the last ten months, the Township of Severn has reviewed its Council composition and ward boundaries. As Severn's population continues to grow, the review was done to help ensure voters are represented equally in the decision-making process.
At the June 25, 2025, Special Council meeting, By-law 2025-41 was passed to update Severn's ward boundaries. The changes to the wards will be in place for the 2026 Municipal Election.
Changes to the ward boundaries
The by-law allows for minor changes to Severn's ward boundaries. Severn will continue to have five wards with one local Councillor representing each ward, plus one Mayor and one Deputy Mayor elected at large.
Minor changes to Severn's ward boundaries include:
- moving the northern boundary of Ward 5 south from Cambrian Road to Highway 11, with Brennan Line remaining as the boundary between Ward 5 and Wards 2 and 3
- extending the Ward 4 boundary west along the south side of Highway 11 to include all of Menoke Beach Road, Weald Way, and Thomson Crescent
These changes reflect the comments and feedback received during the public engagement sessions.

- two online surveys
- three in-person open houses
- two virtual open houses

Formal notice and appeal process
Notice is hereby given on this 25 day of June 2025, in accordance with Section 222 (3) of the Municipal Act, 2001, S.O. 2001, c. 25, that on June 25, 2025, Township of Severn Council enacted By-law 2025-41 to redivide the Township of Severn into wards.
Take notice that pursuant to Section 222 (4) of the Municipal Act, 2001, S.O. 2001, c. 25, any person or agency may appeal the by-law to the Ontario Land Tribunal. To appeal, file a notice of appeal with the Township of Severn setting out the objections to the by-law and the reasons in support of the objections. A notice of appeal must be filed within 45 days after the by-law was passed. The final day to file a notice of appeal is Friday, August 8, 2025.
A notice of appeal may be filed with the Clerk by mail or in person at our Administration Office located at 1024 Hurlwood Lane, Severn. Please include a certified cheque or money order made payable to the Minister of Finance in the amount of $1,100 when submitting a notice of appeal.
Please note, the right to appeal only applies to the ward boundaries and not the composition or method of selection for the Mayor, Deputy Mayor, or Councillors.
