Notice of Study Completion: Servicing Master Plan
Servicing Master Plan overview
Township of Severn has completed the comprehensive Servicing Master Plan (SMP) to evaluate water, wastewater, and stormwater servicing strategies to accommodate growth.
The SMP focused on three primary settlements, five rural settlement areas, and two municipal drinking water systems.
Study process
This study was conducted in accordance with the requirements of Phases 1 and 2 of the Municipal Class Environmental Assessment (MCEA), an approved process under the Environmental Assessment (EA) Act. The EA process includes requirements for public engagement and consultation.
Township of Severn has prepared a Water, Wastewater, and Stormwater SMP Report documenting the planning, consultation efforts, decision-making process and the recommended plan. By this Notice, the Report is being placed on the public record for a 30-day comment period in accordance with the MCEA, beginning January 15, 2026.

Interested persons may provide written comments to our Project Contacts by February 11, 2026.

In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study (i.e., requiring an individual/comprehensive EA approval before being able to proceed), or that conditions be imposed (e.g., require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered.
Requests should include the requester’s full name and contact information for the Ministry. Requests should specify what kind of order is being requested (request for conditions or for an individual/comprehensive environmental assessment), how an order may prevent, mitigate or remedy potential adverse impacts, and any information in support of the statements in the request. This will ensure the Ministry is able to efficiently begin reviewing the request.
