Wainman Line culvert replacement project update

Township of Severn continues to make progress on the major culvert replacement project on Wainman Line approximately 650 metres north of Division Road West (between Riverwood Lane and Carriage Court). This culvert replacement has required a long-term road closure that began in September 2024.

The Wainman Line culvert is a major culvert that conveys a tributary branch of the North River under Wainman Line. The original culvert was constructed in the 1930s, and extended in 1991.

Replacement of the culvert has required significant excavation (over 100,000 cubic metres) to approximately 10 metres underground from the surface of the road to the water body.

The new culvert was installed in late July. The new culvert is larger than the original, and covers over 57 metres in length and is a 6.7 metre high by 2.7 wide culvert that will reduce the speed of water that passes through, reducing the stress on the infrastructure to support longevity and performance, while also improving fish passage.

The Contractor is now working on the installation of the retaining wall system and backfilling. The road closure is expected to be lifted by late Fall 2025. 

In summary, this work has included:

  • deep excavation and moving of materials
  • replacement of the existing culvert
  • installation of new retaining walls and remediation of the water channel
  • reconstruction of the roadway including new guiderail system, catch basins, curb, and granular and asphalt road surfaces 

Road access and service impacts 

A full closure at the project site has been required for this work. No through access for vehicular traffic, cyclists, or pedestrians continues on Wainman Line between Riverwood Lane and Carriage Court. Access to private driveways have been maintained in the construction area. Detour signage has been in place since Fall 2024 utilizing Warminster Road, Fairgrounds Road, and Division Road West as an alternate route. 

Emergency Services (Fire, Paramedics, and Police), County of Simcoe, and the Simcoe County Student Transportation Consortium (SCSTC) were advised of the closure. If your child was impacted as a result of this closure the SCSTS would have reached out to you directly. These impacts will continue into the school year beginning this September. Waste management services and curbside collection will continue to be provided by the County of Simcoe until completion of the project.
