Township of Severn announces retirement of Chief Administrative Officer Laurie Kennard
Township of Severn announces the upcoming retirement of Chief Administrative Officer (CAO) Laurie Kennard, following an accomplished 36-year career that includes more than seven years of dedicated service as Severn’s CAO. Kennard will begin her well-earned retirement in December 2026.
A Chartered Professional Accountant, Kennard began her career in public accounting before building a diverse and well-rounded career across the private, not-for-profit, and provincial government sectors. She has spent the past 25 years in municipal government, bringing extensive financial, administrative, and leadership experience to the communities she has served.
Since joining Severn as CAO, Kennard has been a valued and trusted leader to Council, staff, and the community. Her leadership has helped position the Township for continued growth, modernization, and long-term success.
Among her many contributions, Kennard was instrumental in:
- developing and implementing Severn’s award-winning brand, website and signage strategy;
- guiding the Corporation through complex emergency response and recovery efforts, including the COVID-19 pandemic and the 2025 ice storm;
- preparing the Township for the future through the development of numerous forward-looking master plans, including Transportation, Servicing, Recreation and the Official Plan;
- championing the delivery of major capital projects in roads, water and wastewater, recreation, and fire and emergency services; and
- modernizing the Township’s operations through new technology, enhanced customer service tools and expanded digital services for residents.
“Serving Severn residents and Council, and having the opportunity to lead such a dedicated team of staff, has been one of the highlights of my career,” said Kennard. “I have had the privilege of working alongside committed elected officials, talented staff, community leaders, partners and residents who have all contributed to the ongoing success of the Township.
“I have also been incredibly fortunate to learn from the talented group of CAOs across Simcoe County and from colleagues throughout Ontario. Having the opportunity to serve as President of the Ontario Municipal Administrators Association was a tremendous honour and a highlight of my career. I am deeply grateful for the support, friendship, and opportunities I have received throughout my career, both in Severn and beyond.”

Recruitment for Severn’s next Chief Administrative Officer is expected to begin in late September, with the selection of the successful candidate anticipated following the 2026 municipal election.
