Township of Severn has hired Tatham Engineering Limited to undertake a Municipal Class Environmental Assessment (Class EA) for proposed upgrades to the Coldwater Wastewater Treatment Plant (WWTP) and the Main Sewage Pumping Station (SPS), located on Upper Big Chute Road as shown in the map below.

The Class EA will identify and evaluate options for expanding the wastewater pumping and treatment capacity to accommodate anticipated growth in Coldwater.

About the Class Environmental Assessment

The Class Environmental Assessment (Class EA) establishes a planning and approval process for a variety of municipal infrastructure projects.

The Class EA will be completed in accordance with the Schedule C requirements of the Municipal Engineers Association (MEA) Municipal Class Environmental Assessment (October 2000, amended in 2007, 2011, and 2015).

Public Information Centre No.1

A Public Information Centre (PIC) was held in-person and virtually on June 1 from 2:00 p.m. to 4:00 p.m. at the Coldwater Community Centre, 11 Michael Ann Drive.

Information presented included:

  • wastewater infrastructure needs
  • alternative solutions for consideration
  • preliminary recommendations

Comments will be accepted until June 16, 2023, and will be considered in the study. Please send any comments to Tatham Engineering. 

Next steps

Following PIC No. 1 and upon review of comments, the preferred solution will be selected, and alternative design concepts for the preferred solution will be developed and evaluated.

What is a Municipal Class Environmental Assessment (Class EA)?

The Municipal Class Environmental Assessment (Class EA) process applies to municipal infrastructure projects including roads, water, and wastewater projects. 

The Municipal EA (Schedule C) is a five phase planning process that:

  • identifies the problem or problems, and opportunities
  • provides "alternatives to" and "alternative methods" to address the problem
  • defines the types of impacts and the approaches that can be taken to ensure environmental protection

What will be included in the final Class EA Study Report? 

The final Class EA Report will include the following information as related to the proposed expansion of the Coldwater Wastewater Treatment Plant:

  • needs
  • opportunities
  • environmental impacts
  • costs
  • technical standards
  • social impacts

The final Study Report will help to guide the expansion of water and wastewater services in Coldwater and area in the coming years.

What is a PIC?

How will my comments be used?

Input from the public and stakeholders will be reviewed and considered throughout the Class EA process. With the exception of any personal information, all comments received during the Class EA will be documented and included as part of the final Study Report. 

How long will the Class EA take?

The project duration will depend on the schedule, the potential impacts of the project, and the level of consultation required. Typically, a Schedule C Class EA is completed within 18 to 24 months, but it can take longer.

What happens after the approval of the Class EA Study Report?

After the final Class EA Study Report has been approved, the project will proceed to the implementation phase, which includes the detailed design and construction phases of the expansion of the Coldwater Wastewater Treatment Plant.
