E-Services portal

The launch of the new E-Services portal will be multi-phased. Phase 1 involves the registration of new users and the transition of account information to the custom E-Services portal.

Once complete, our E-Services portal will bring important information directly to you wherever and whenever you need it. Online payment options are not yet activated, but by registering for an E-Services account, you’ll be notified as soon as the online billing and payment options for water, sewer, and tax bills are available, as well as the many more modernizing features. 

Thank you for your patience as we complete the transition to this new and improved system.  

Previous e-billing customers

If you were previously registered for electronic billing before April 2024, that platform has now been discontinued. The April 2024 water and sewer bill has been sent to all previous e-billing customers by mail regular only. Please contact us if you would like us to email you a copy of your bill by email. 

If you were previously registered for our pre-authorized payment plan, no action is required on your part and your payment will be withdrawn as per your payment plan

How to register for an E-Services account

You will find detailed instructions on how to register for your E-Services account on the back of your April 2024 water and sewer bill. There is a unique sign-up key and customer code that all new users will need to enter to create an account.

About the E-Services portal

The launch of the portal will be multi-phased. When complete, our community will have access to online billing and payment options for water, sewer, and tax bills, as well as many more modernizing features. After the launch of all online options, users will be able to purchase a permit or licence, pay for recreation programs, facility and ice rentals

Payment methods

You can pay your water and sewer bill using any of the following methods. The April water and sewer bill due date is April 30. 

Online and telephone banking

You can pay your water and sewer bill through online banking. Please continue to use your assigned account number (the account number from any bill received prior to April 2024).

The transition to the new Utilicode account numbers are not yet complete.

When complete, we will notify you by post-mail if you receive your bill by mail. If you were a previous e-billing customer or if you have registered for a new E-Services account, we will notify you by email.

After receiving that notification from us, you will need to add your new Utilcode number (found above your civic address on the top right of your bill) to pay your bill online or by telephone banking. 

In person

You can pay your water and sewer bill in person at the Administration Office located at 1024 Hurlwood Lane in Severn. We are open Monday to Friday from 8:30 a.m. to 4:30 p.m. You can pay with cash, debit or cheque.

After-hours payments

You can also place your utility payment in the after-hours drop box located outside the front of the Administration Office.

By mail

You can pay your water and sewer by mail. Please make your cheque payable to Township of Severn and mail to:

At your bank

You can pay your water and sewer bill at your bank. Visit your bank branch to make the payment.

Pre-authorized payment plan

Pre-authorized payment plans allow you to set up automatic withdrawals from your account in order to pay your water and sewer bill.

Please indicate your preferred payment plan option in the agreement.

Due date payment plan

If you select the due date payment plan, the amount owing will automatically be withdrawn on the payment due date. Due dates are found on your water and sewer bill.

Monthly payment plan

If you select the monthly payment plan, a third of your quarterly base charge will be withdrawn on the last business day of each month. The final third withdrawal will be on the due date for your billing cycle. Any additional usage changes will be added to the third withdrawal amount for each quarter.

Late penalties

If we don't receive your payment by the appropriate due date, a 5% penalty will be added. We will send you a past due notice with the new balance and indicate a date in which the outstanding balance will be added to the property tax account. The penalty/interest will be added at 1.25% per month.

Paperless billing
